Yeh. I bet thats whats going on here. This is down to politics. I bet if you were to check you will find a local Councillor heavily involved with this enforcement action. Probably a Councillor with considerable influence over the local authority that lives in or very close to Swithland.

Why doesn't someone expose this politician ? Who is he/she and where does he/she live ?

Has the local authority ombudsman made a decision yet ?
